Pennsylvania Governor Joins Multistate Lawsuit Against Trump Administration Over Family Planning Grant Conditions

<p>Pennsylvania Governor Josh Shapiro has joined a multistate lawsuit against the Trump administration, filed on Thursday, challenging new conditions imposed on federal family planning grants. The lawsuit contests requirements that aim to ensure taxpayer funds do not support elective abortion and promote what the administration describes as "life-affirming" services.</p><p>Shapiro's lawsuit claims that the Trump administration's actions hinder low-income residents' access to essential services, including cancer screenings and testing for sexually transmitted infections. The 63-page complaint also addresses provisions related to abortion in the Trump administration's new Title X grant requirements, which mandate that recipients maintain a strict separation from prohibited activities and contribute to the U.S. Department of Health and Human Services (HHS) efforts to ensure ethical program delivery.</p><p>Live Action, a pro-life organization, criticized Shapiro's statements, arguing that he is attempting to secure taxpayer funding for Planned Parenthood while mischaracterizing its services as lifesaving. Noah Brandt, vice president of communications and government affairs at Live Action, stated, "There is nothing lifesaving about abortion," and emphasized that while women should have access to various medical services, taxpayer funding for Planned Parenthood is not necessary.</p><p>The lawsuit highlights that Title X funding is already prohibited from being used for abortion, and it challenges the additional conditions set by the Trump administration that prioritize programs adhering to federal abortion funding protections and do not use taxpayer resources to promote elective abortion.</p><p>Pennsylvania received $12,729,659 in Title X family planning funding in fiscal 2026, according to the complaint. Shapiro's administration has supported Medicaid coverage for abortion, increased reimbursement rates for abortion services, and participated in legal efforts to expand access to mifepristone, a medication used for abortion.</p><p>This lawsuit is the second filed by Shapiro against the Trump administration within two days, following a coalition challenge to new federal requirements for mail-in ballots ahead of the November midterms.</p><p>The lawsuit, which is led by New York, Maryland, and Massachusetts, is joined by more than 20 states and governors, and seeks to prevent the administration from enforcing the contested conditions on Title X applicants and grantees.</p>
