A report by the Government Accountability Office (GAO) has criticized the management of the Camp East Montana ICE facility in Texas, citing multiple failures that led to significant waste of taxpayer funds. The report, requested by Rep. Bennie Thompson, indicates that the facility was opened hastily and operated under inadequate conditions, failing to meet key detention standards. Issues included the absence of perimeter security cameras, outdoor recreation space, and proper medical services, as well as a loss of a loaded firearm and unsanitary conditions.
The GAO noted that the Army and ICE expedited the contract and construction schedule, which negatively impacted planning and acquisition decisions, including the selection of an inexperienced contractor. The facility, located at Fort Bliss in El Paso, opened in August 2025. The report also highlighted concerns regarding the treatment of detainees, including the death of Geraldo Lunas Campos, which raised alarms about the facility's conditions and oversight.
In response to the findings, a spokesperson for the Department of Homeland Security stated that the contractor responsible for the facility has been replaced to ensure compliance with detention standards and improve medical care on-site.
