Graham compared the proposed reconstruction fund to a Marshall Plan for Germany during the Nazi regime, suggesting it was inappropriate given the current leadership in Iran. Vance assured that the text of the agreement would be released soon, emphasizing that Iran would not receive any funds unless it meets its obligations. Graham expressed his intention to review the final agreement as part of the congressional review process.
