Despite this, Trump's insistence on attaching the voter ID law to the FISA reauthorization could hinder progress. Warner questioned Trump's commitment to passing the bill, given the recent developments.
The Senate previously rejected an attempt to include the SAVE America Act in an immigration funding bill, with several Republican senators opposing it. Senate Majority Leader John Thune (R-SD) faces pressure from Trump to eliminate the 60-vote filibuster to advance the party's agenda, though he has indicated that the necessary votes are lacking.
