An outside investigation concluded that these allegations were not substantiated. However, a subsequent investigation revealed that O'Hara deleted a contact card from his city-issued cell phone during the original investigation and discussed the investigation with another city employee, which was against instructions. Mayor Frey stated that this interference constituted a breach of trust, leading to O'Hara's resignation. Assistant Chief Katie Blackwell will assume O'Hara's duties. The city has 17 additional open complaints against O'Hara that are under investigation.
