The House of Representatives has adjourned for a weeklong recess in observance of the July 4 holiday, following a two-week impasse caused by a faction of Republican members blocking legislative progress. Speaker Mike Johnson (R-LA) canceled scheduled votes due to the inability to pass procedural rules necessary for advancing legislation, particularly concerning the SAVE America Act.
Johnson attempted to combine the National Defense Authorization Act with the SAVE America Act but faced opposition from a coalition of Republicans, including Rep. Anna Paulina Luna (R-FL), who led the blockade. This group has stated they will not support procedural rules until the Senate acts on the SAVE America Act.
On Tuesday, 14 House Republicans voted against a procedural measure that would have attached the SAVE America Act to a $1.15 trillion defense spending bill. House Majority Leader Steve Scalise (R-LA) was among those voting 'no,' but his vote allowed for the possibility of revisiting the measure later without sending it back to the House Rules Committee.
Luna criticized Johnson's approach, asserting it would not ensure the Senate would consider the legislation. She emphasized that the House has passed the SAVE America Act multiple times without Senate action. Rep. Chip Roy (R-TX) also expressed dissatisfaction with the House's failure to address other legislative priorities.
House Democrats, including Minority Whip Katherine Clark (D-MA), have criticized the Republican leadership for the legislative deadlock, suggesting it hinders progress on issues affecting the American public. The House will reconvene on July 13, with limited legislative days before the August recess.
