A report released by Human Rights Watch and the American Civil Liberties Union details allegations of abuse at the Immigration and Customs Enforcement (ICE) facility known as Camp East Montana, located at Fort Bliss in El Paso, Texas. The 84-page report, based on interviews with 71 detainees over five months, claims that 64 detainees, approximately 90%, reported being beaten by guards or witnessing others being beaten. The report also alleges that detainees faced inadequate medical care, unsanitary living conditions, and poor quality food.
The Department of Homeland Security has denied these allegations, stating that reports of inhumane conditions are “categorically false.” The report mentions that at least three detainees have died since the facility opened in August, with one death ruled a homicide by a local medical examiner. An internal review by ICE identified 49 deficiencies in the facility's operations, including issues related to the use of force and medical care. Despite a change in contractors managing the facility, the report indicates that serious problems have persisted, including inadequate hygiene supplies and prolonged confinement without access to fresh air. The report calls for independent investigations into the conditions at Camp East Montana and the treatment of detainees.
