CIA Director John Ratcliffe Makes Secret Diplomatic Trip to Moscow

John Ratcliffe, the Director of the CIA, traveled to Moscow on a military cargo plane from Riga, Latvia, on Tuesday. The purpose of his trip and the individuals he met remain unclear. Flight tracking data indicated that Ratcliffe was on the ground in Moscow for approximately eight hours. Steve Witkoff, President Trump’s special envoy, has been leading negotiations with Moscow regarding the war in Ukraine, and Ratcliffe was appointed to assist in these discussions last year. The Russian government did not comment on the meeting, but Ratcliffe's use of a military aircraft likely aimed to enhance security. Reports from Russian Telegram channels noted that a U.S. military C-17A cargo plane had landed at Moscow’s Vnukovo Airport after a stop in Riga, followed by sightings of a motorcade with diplomatic plates. Kremlin spokesman Dmitri S. Peskov stated he had no information about the plane and that there were no scheduled meetings with U.S. representatives that week. The CIA has also been involved in negotiations concerning the release of Americans detained in Russia, including Stephen Hubbard, a former teacher held since April 2022. Hubbard has been charged with joining Ukrainian military forces and was designated as wrongfully detained by the State Department. In 2024, a Russian court sentenced him to six years and ten months in prison. Earlier this month, Russia released Robert Gilman, a former Marine who had spent over four years in prison. Previous CIA directors have engaged in negotiations with Russian officials during tense periods, including William J. Burns, who warned Russia against its invasion of Ukraine in November 2021. The ongoing war in Ukraine has resulted in significant casualties on both sides, with Ukraine employing advanced drones against Russian forces. European diplomats see potential for renewed diplomatic efforts in the fall or winter, although the focus of the Trump administration on the war in Ukraine is uncertain amid ongoing conflicts in the Middle East and Iran.
