In the final game, Kirk Cousins started and led two field-goal drives before being replaced by Fernando Mendoza, providing a last look at the two quarterbacks competing for the starting position. Coach Klint Kubiak has yet to make an official announcement regarding the starter, leaving Mendoza technically in the running. However, signs suggest that Cousins is favored to start.
The Raiders signed Cousins to allow Mendoza time to develop and avoid rushing him into a starting role. While Cousins did not have a standout performance, completing 8 of 11 passes for 51 yards without any turnovers, he demonstrated steadiness and efficiency. His preseason total reached 168 yards on 23 attempts, averaging 7.3 yards per carry. The Raiders' wide receivers struggled throughout the preseason, failing to create separation or make impactful plays. Despite Kubiak's efforts to challenge them, the receivers did not establish themselves as reliable contributors.
