Federal Grand Jury Investigates D.C. Public Schools' Attendance and Graduation Records

<p>Federal prosecutors have initiated a special grand jury investigation into D.C. public schools, focusing on truancy, graduation rates, and attendance records.</p><p>The investigation, first reported by The Washington Post, is examining the supervision and oversight of students in the District of Columbia, according to sources familiar with the situation.</p><p>A law enforcement official stated that the investigation aims to safeguard youth in the District.</p><p>Teachers and staff at various D.C. Public Schools have been contacted regarding student absences, graduation practices, and attendance documentation. At least one individual has already testified before the grand jury, with others expected to follow, as reported by The Washington Post.</p><p>The use of a special grand jury is uncommon; a judge must approve its formation, allowing for a comprehensive investigation and the ability to issue a detailed report on findings, even if no criminal charges are filed.</p><p>A spokesperson for U.S. Attorney Jeanine Pirro’s office stated it could neither confirm nor deny the existence of an investigation.</p><p>The office of D.C. Mayor Muriel Bowser emphasized its focus on the new school year. The mayor’s office stated, "Our focus remains on welcoming students and families back for a strong start to the new school year, and that is what we want our principals and teachers focused on as well. We make all school data public and will continue to do so."</p><p>According to The Washington Post, senior prosecutor Steven Vandervelden, a key ally of Pirro, is overseeing the inquiry.</p><p>Pirro has previously connected school truancy to youth crime and disruptive gatherings in the District. In a May news conference, she indicated that authorities could take action when students repeatedly break curfew or skip school.</p><p>Pirro stated, "We’re coming for you, and we’re coming for your parents," regarding students accused of chronic truancy and curfew violations. The city reportedly did not voluntarily provide school records related to these students.</p><p>This investigation follows a previous graduation scandal involving Ballou High School, where a 2018 city investigation revealed that diplomas were awarded to students who did not meet attendance requirements or had improperly completed makeup coursework.</p><p>Initially focused on Ballou High School, the scandal expanded to other D.C. high schools, with findings indicating that about one-third of D.C. students who graduated in 2017 had not fulfilled diploma requirements, as reported by The Washington Post. District officials later stated that they had tightened enforcement of attendance standards.</p><p>Despite these efforts, absenteeism remains an issue. During the 2023-24 school year, nearly 16,000 D.C.
