Florida grand jury finds misuse of $10 million in taxpayer funds by DeSantis administration, no charges filed

A Florida grand jury found that Republican Governor Ron DeSantis' administration misappropriated $10 million in taxpayer money that was diverted to a charity associated with his wife. However, the grand jury declined to file criminal charges due to insufficient evidence identifying who was responsible for the misappropriation. DeSantis did not dispute the legitimacy of the grand jury report, which was obtained and published by CBS News Miami, but he asserted that no laws were violated and warned of consequences for the leak of the sealed documents. The Leon County grand jury completed its report in January regarding investigations into Hope Florida, a charity established in 2021 by Florida First Lady Casey DeSantis. Although no charges were filed, the report has led to renewed criticism of DeSantis and other state Republicans regarding the charity's receipt of $10 million from a state Medicaid settlement intended to assist low-income children in obtaining health insurance. David Jolly, the Democratic nominee for governor, has called for the grand jury investigation to be reopened as he prepares to face Republican Byron Donalds in the upcoming election. Under Florida law, DeSantis cannot seek a third term. The Hope Florida charity aims to assist financially struggling families in connecting with churches and aid organizations to avoid reliance on publicly funded assistance programs. The $10 million was reportedly redirected to political action committees that opposed a 2024 statewide ballot measure to legalize marijuana for adults in Florida, a measure that DeSantis opposed and which ultimately did not achieve the required 60% supermajority for passage. The grand jury report stated, "Despite our finding that the money was misappropriated, we find insufficient evidence to charge anyone criminally." The report noted that no individuals took responsibility for the diversion of funds and that there was a lack of recollection regarding who authorized the transfer. The grand jury expressed concern about the misuse of taxpayer funds for political purposes and called for changes to prevent similar occurrences in the future. The report also indicated that James Uthmeier, who was DeSantis' chief of staff at the time, held authority over those involved in the settlement, and that his Keep Florida Clean PAC was the primary recipient of the $10 million. The report mentioned that the office of then-state Attorney General Ashley Moody was aware of the plans to divert the funds. Moody has since been appointed by DeSantis to the U.S. Senate and is seeking reelection. In a news conference, Uthmeier suggested that Democrats were behind the leak of the grand jury report and described the renewed interest in its findings as a politically motivated hoax. Moody stated on X that her office was one of several agencies that approved the initial settlement and claimed that it had no knowledge of how the funds would be allocated by Hope Florida or other entities.
