Higgins noted that opposing a rule is a rare action for him, stating that it requires significant issues with the establishment's actions. He criticized the Senate for failing to advance key Republican priorities.</p>
<p>The rule's passage enabled the House to proceed with various legislative measures, including a resolution by Rep. Jeff Crank (R-CO) condemning socialism. The House Republicans who did not vote included Reps. Byron Donalds (R-FL), Neal Dunn (R-FL), Michael McCaul (R-TX), Mary Miller (R-IL), Cory Mills (R-FL), and Jay Obernolte (R-CA). The House Democrats who did not vote included Reps. Angie Craig (D-MN), John Garamendi (D-CA), Marcy Kaptur (D-OH), Stephen Lynch (D-MA), Seth Moulton (D-MA), Richard Neal (D-MA), Adam Smith (D-WA), and Nydia Velazquez (D-NY).</p>
