Postal Service Whistleblower Raises Concerns Over New Mail-in Voting System

A whistleblower complaint released by the office of Senator Richard Blumenthal (D) details concerns regarding the implementation of a new Postal Service rule aimed at complying with President Donald Trump’s executive order on mail-in voting ahead of the midterm elections. The complaint alleges that the new rule introduces multiple verification layers for each mail-in ballot, developed rapidly and potentially in violation of court orders. The whistleblower claims that the system has not been adequately tested and describes the development process as 'slapdash.' According to the complaint, USPS leadership has disregarded best practices to meet a September 1 implementation deadline, raising concerns about the potential for significant failures in the system. The complaint states that USPS officials have referred to the project as 'a shit show.' The rule is currently on hold due to a U.S. District Court order, but the complaint alleges that USPS has continued work on the project, which may violate that order. The new process requires state election officials to enter information into a 'Federal Ballot Mail Portal' for each registered voter receiving a mail-in ballot, creating a 'Mail-In and Absentee Participation List.' A manifest must also be uploaded into a 'legacy bulk mailing system' for each batch of ballots. Only if there is a 100% match will the ballots proceed to a second round of verification, where barcodes are scanned and compared to the statewide list. The complaint highlights the potential for errors and malfunctions, stating that if a single barcode fails to scan correctly, the entire batch of ballots could be rejected. Blumenthal, in a letter to Postmaster General David Steiner, expressed concerns about the rushed development and management of the process, demanding answers by September 4, 2026. The Postal Service has not yet commented on the allegations made in the whistleblower complaint.
