Norway seizes Russian ship in Arctic to enforce compensation claim by Naftogaz

Norway has seized a Russian ship, the Professor Molchanov, in the Arctic to enforce a compensation claim by Ukrainian energy firm Naftogaz, related to Russian asset seizures in Crimea. The seizure occurred on Wednesday after Moscow did not pay Naftogaz $4.22 billion plus interest and legal costs, following a tribunal ruling in The Hague in 2023. Naftogaz stated on X that the seizure is part of global efforts to enforce the arbitral award obtained against the Russian Federation for the unlawful expropriation of assets in Crimea, which Russia annexed in 2014. The vessel was taken off the Norwegian Arctic archipelago of Svalbard after a 24-hour standoff with the Norwegian Coast Guard, according to Covington, the US law firm representing Naftogaz. Russian state news agency TASS reported that a spokesperson for the Ministry of Foreign Affairs described the action as 'piracy.' Alexei Chekunkov, Russia’s minister for the development of the Russian Far East and Arctic, stated that Moscow would challenge the ruling, calling the seizure an example of Western countries' legal nihilism and lawlessness, as reported by the Interfax news agency. Naftogaz has pursued legal action against Russia since 2016 for compensation related to the expropriation of its property in Crimea. Naftogaz Acting CEO Sergii Fedorenko emphasized that Russia cannot evade responsibility by refusing to comply with an international arbitral award and stated that the company will continue to pursue Russian assets globally until compensation is paid. Covington noted that it had been tracking the Professor Molchanov, which is used for commercial cruises, for months. Naftogaz indicated that the passengers on board are being managed by Norwegian authorities.
