House Passes Bill to Block Federal Funds to Colleges Boycotting Israel

<p>The House of Representatives passed a bill aimed at blocking federal funds to colleges that boycott Israel, with the majority of Democrats voting against it. The legislation would prohibit institutions participating in a non-expressive commercial boycott of Israel from receiving government funding. It would also require universities receiving federal funds to ensure that students are not unreasonably obstructed from studying abroad in Israel.</p><p>The measure passed with a vote of 237 to 169, with all but two Republicans voting in favor. House Minority Leader Hakeem Jeffries, D-N.Y., and his senior deputies were among the 167 Democrats who voted against the bill, alongside Reps. Thomas Massie, R-Ky., and Warren Davidson, R-Ohio.</p><p>This legislative action comes amid rising concerns about antisemitism in the U.S. in the context of Israel's ongoing conflict in Gaza.</p><p>Democrats have argued that the bill infringes on First Amendment rights, while Republicans view it as a means to ensure the safety of Jewish students at U.S. colleges and universities. The divisions among Democrats have been highlighted, particularly with the emergence of a far-left faction within the party.</p><p>Far-left Democrats, such as those affiliated with the Democratic Socialists of America (DSA), have criticized party members they believe are not sufficiently critical of Israel. This has led to incidents perceived as antisemitic, including an incident involving a gay Jewish Democrat who was confronted during a pro-transgender rights march due to his support for Israel.</p><p>Rep. Josh Gottheimer, D-N.J., co-led the legislation despite opposition from senior Democratic leadership. He stated, "The goal of the BDS movement is the destruction of the democratic State of Israel, America’s critical ally in the global fight against terror. BDS has no place on college campuses or anywhere in our country. At a time when our Jewish students are facing death threats, being physically assaulted, and blocked from going to class simply for who they are, we must do everything possible to ensure they can learn safely, speak freely, and get the education they deserve."</p><p>Progressives, including Rep. Jerry Nadler, D-N.Y., who opposes the BDS movement, called the bill an attack on the Constitution. Nadler stated, "The First Amendment right to free speech does not apply only to agreeable speech. No matter how much I may disagree with BDS, and find it strategically stupid and morally repugnant, I will always fight to protect Americans’ right to speech with which I disagree."</p><p>House Rules Committee Chairwoman Virginia Foxx, R-N.C., argued that BDS policies at colleges create hostile environments for Jewish students. She stated, "They are discriminating against people of the Jewish faith. Now is not the time for talk. It is the time for action."</p><p>Rep. Rashida Tlaib, D-Mich., argued during the debate that Jewish students often lead BDS movements on college campuses, stating, "This is an attack on free speech and academic freedom, all in the name of defending a genocidal apartheid state. A vote for this bill is a betrayal of those promising young students...because they want to save lives, no matter their faith or ethnicity."</p>
