Bernie Sanders Proposes Legislation to Ban Artificial Superintelligence

<p>Senator Bernie Sanders (I-VT) has announced plans to introduce legislation aimed at banning artificial superintelligence and imposing penalties on violators that his office compares to those for illegally developing nuclear weapons.</p><p>Sanders intends to introduce the bill in collaboration with Representative Greg Casar (D-TX).</p><p>According to a summary from Sanders's office, “Entities shall be subject to the corporate death penalty, and persons shall be subject to not more than 20 years in prison, which is similar to existing penalties related to unlawfully developing nuclear weapons.”</p><p>The proposed legislation reflects a growing divide between proponents of AI technology and those who express concerns about its potential risks to humanity. It would ban artificial superintelligence and temporarily halt the development of other advanced AI systems until a new federal regulator is established to create safety rules and review powerful AI models.</p><p>The legislation would also establish a Cabinet-level agency tasked with overseeing the destruction of artificial superintelligence and monitoring frontier AI systems throughout their lifecycle.</p><p>Entities that attempt to violate or circumvent these restrictions would face the “corporate death penalty,” which typically refers to the dissolution of a company or revocation of its operating authority. However, Sanders's office did not clarify how this punishment would be implemented or whether it would involve liquidating a company's assets. Individuals found in violation could face up to 20 years in prison.</p><p>Sanders has argued that strict regulations are necessary because major technology companies cannot ensure that increasingly advanced AI systems will remain under human control.</p><p>The summary defines artificial superintelligence as AI systems capable of planning and executing actions that could lead to “the disempowerment of humanity,” including the potential to undermine or overthrow the United States government.</p><p>The proposal was announced following a two-day Innovation Ministerial held by G20 representatives in Chapel Hill, North Carolina, which focused on technology policy and development. During the ministerial, several prominent technology executives, including Nvidia CEO Jensen Huang, OpenAI CEO Sam Altman, Meta CEO Mark Zuckerberg, Tesla CEO Elon Musk, and Palantir CEO Alex Karp, engaged with international officials.</p><p>Huang cautioned that countries risk falling behind if they do not embrace AI technology, stating, “The worst outcome is you don’t take advantage of it.”</p><p>At the conclusion of the ministerial, participating governments reached a consensus supporting pro-innovation policy frameworks and the adoption of emerging technologies. This stance contrasts sharply with Sanders’s proposal, which is unlikely to gain support from the Trump administration, given President Donald Trump’s emphasis on accelerating AI development in the United States. Nevertheless, Sanders's proposal presents a significantly different vision for the future of federal AI policy.</p>
