Plans to convert the Grade II-listed Gatehouse pub in Norwich into a mosque are likely to be blocked following warnings from the council that the project would cause 'substantial harm' to a heritage asset. The Norwich Muslim Centre submitted plans to renovate the pub, which dates back to 1934 and is recognized as an 'asset of community value'. The proposed changes include converting the property's extension from a community center into a place of worship, which has led to hundreds of complaints from local residents.
The proposed extension would feature a large copper-colored structure with screens and Arabic lettering. The pub, which combines Arts and Crafts and Tudor architectural styles, has been closed for three years since the death of its landlord. Recently, leaflets opposing the conversion were distributed in the community, prompting discussions about the future of the site.
Sirajul Islam, a trustee of the Norwich Muslim Centre, indicated that he had spoken with community members and found only a few who regularly visited the pub when it was operational. He expressed a desire to engage with the community about their concerns.
The council's Conservation and Design team has criticized the renovation plans, stating that there is no convincing evidence to justify changing the building's use. The report emphasizes the historical significance of the site, noting that a public house has existed there since at least 1866, with the current structure surviving two attacks during World War II.
The report describes the existing building as a 'superb example' of medieval architecture and argues that the proposed extension would be disproportionate in size compared to the current structure. It concludes that the plans would not enhance the existing building and would significantly impact the significance of the Grade II-listed Gatehouse.
The Norwich Muslim Centre has submitted two related planning applications, which have attracted mixed responses from the public, with one application receiving 347 objections and 201 letters of support, while the other garnered 194 objections and 213 supporting letters. The decision on the application is pending from Norwich City Council.
