Guterres Calls for Security Council Reform Amid Geopolitical Divides

United Nations Secretary-General Antonio Guterres has called for reform of the Security Council, attributing its inaction on global crises to the conduct of major powers. "We have geopolitical divides, and in these geopolitical divides, we have powers that themselves violate international law and sit in the Security Council … and that has been paralysing the Security Council," he stated. He emphasized that reforming the Security Council should be a priority, noting that current power relations do not reflect global realities. Guterres specifically referenced the situation in Gaza and the West Bank, stating, "Peace cannot be achieved in the Middle East without resolving the Palestinian-Israeli crisis," and called for an end to what he termed Israeli ethnic cleansing in occupied territories. He highlighted the need for a two-state solution to achieve peace in the region. Additionally, Guterres addressed the ongoing conflict in Ukraine, expressing his willingness to facilitate peace talks at the UN General Assembly if the involved parties agree. He remarked on the necessity of reaching a ceasefire in Ukraine to pave the way for a just peace, noting the ongoing war's detrimental effects on the global economy. Furthermore, Guterres discussed the challenges posed by artificial intelligence, advocating for a coordinated global approach to manage the risks associated with its rapid development. He referenced a recent blog post by Anthropic CEO Dario Amodei, which called for a slowdown in AI advancements to allow for the establishment of necessary safeguards. Guterres concluded by stating that international cooperation is crucial in addressing the three existential threats currently facing the world: runaway artificial intelligence, the climate crisis, and increasing inequalities.
