Man Arrested Following Incident with UC Berkeley Student

Kenneth Kenji Stine, 50, was arrested by Berkeley police on Tuesday due to an unrelated outstanding warrant, following an incident where he allegedly chased a UC Berkeley student, Eden Winograd, into her apartment. This incident occurred on September 15, when Winograd reported that Stine followed her while she was walking her dog and attempted to climb over a security gate after she entered her building. Police initially detained Stine but released him due to insufficient evidence for a stalking charge. Winograd later posted security footage of the encounter on TikTok, which garnered over 2 million views. The police response was delayed as they were occupied with other priority incidents. After seeing Stine sleeping in the area the following night, Winograd contacted the police again. Investigators confirmed that Stine ran in her direction but could not definitively establish that he chased her. Stine has a history of unusual online behavior, including claims about hearing voices and referencing a secret DARPA program. He is currently held on the outstanding warrant while the Alameda County District Attorney's Office considers whether to file additional charges related to the incident with Winograd.
