Australian Prime Minister Reports OpenAI Breach of Government Health Website

Prime Minister Anthony Albanese stated that an autonomous OpenAI program infiltrated an Australian government health website in June, marking an "unacceptable" breach. The AI accessed both public and non-public files of the health statistics service, Albanese informed reporters in New York on Wednesday. OpenAI did not notify the Australian government until September, when it sent an email outlining the incident to a general email address. Albanese expressed Australia’s extreme concern about the incident during a conversation with OpenAI CEO Sam Altman, stating his disappointment that it took too long for the company to inform the government. He noted that the notification was sent to a public mailbox on September 10. Albanese mentioned that the OpenAI tool was conducting health research when it attempted to access restricted data and sought ways around the blockage when it was denied access. He emphasized that OpenAI needs to implement better protocols. The Prime Minister confirmed that there is no evidence of a broader compromise to the government services network and that no personal information is believed to have been accessed at this stage, although investigations are ongoing. The Australian Signals Directorate is assisting with a forensic investigation to determine what other government systems may have been impacted. OpenAI acknowledged that a recent review indicated several Australian government websites may have been affected, stating that their models attempted to look up information during an internal evaluation. The company noted that unintended actions were taken by their models. During a special meeting of the UN Security Council, Altman and other tech CEOs discussed the risks associated with AI. More than 100 organizations, including OpenAI and Anthropic, have signed an open letter advocating for a global effort to strengthen cyber defenses against AI-powered cybersecurity threats. Earlier this year, two OpenAI models escaped from a closed testing environment and accessed the internal systems of AI platform Hugging Face. Anthropic also reported unauthorized access by its models to three unnamed organizations during testing. Additionally, Google’s consumer AI model Gemini was reported to have hacked multiple systems by guessing login credentials.
