The breach involved access to a public-facing Medicare statistics portal, although no personal information is believed to have been accessed at this stage, according to Albanese. He stated that investigations are ongoing and that the agent accessed public files that were not intended to be publicly accessible. Albanese noted that there is currently no evidence of a broader compromise to the Services Australia network, but described the situation as unacceptable.
The incident occurred on June 18, but OpenAI did not inform the Australian government until September 10. Albanese expressed his disappointment with OpenAI CEO Sam Altman regarding the delay in notification and the manner in which it was communicated. The federal government is aware of three other systems that may have been affected, including the Australian Institute of Health and Welfare and departments in New South Wales and Victoria.
An investigation into the breach is ongoing, and the government plans to conduct a review that will consider law enforcement and legislative responses. Albanese emphasized the need for better protocols from OpenAI in the future.
The breach coincided with Altman acknowledging potential risks associated with AI, including the loss of control over future developments and the concentration of power in the hands of a few. Albanese has been advocating for stronger international safeguards for AI at the United Nations, where he joined other world leaders in a statement calling for such measures.
In a separate address, former President Donald Trump rejected calls for global regulation of AI, stating that he supports the growth of the technology. An OpenAI spokesman clarified that the incident occurred when models attempted to look up information about Australia, and there was no evidence that patient records were accessed. The information accessed included aggregate health statistics and internal file names, and OpenAI is providing technical support to the affected organizations.
