Labor Groups Criticize Rep. Josh Riley's Utility Legislation

Labor and construction industry groups have expressed opposition to Democratic Rep. Josh Riley's proposed legislation aimed at reducing energy costs. Riley's bills, which were highlighted in a recent advertisement, would limit executive bonuses when utility rates increase faster than inflation and prohibit foreign ownership of utilities. Steve Carroll, president of IBEW Local 320, stated, 'These bills will not lower costs or change the work that needs to be done.' He emphasized the importance of investing in local infrastructure and skilled workers. Todd Diorio, president of the Hudson Valley Building and Construction Trades Council, remarked that while they view Riley as a supporter of labor, the proposed legislation does not align with the needs of workers and the communities they serve. Roman Cefali, business manager of IBEW Local 10, criticized Riley for not addressing the immediate needs of workers and customers. In response, Riley's senior adviser Mauranda Evans highlighted the congressman's efforts to secure funding for a new line-worker training facility and to invest in the grid. Evans pointed out that foreign-owned utility companies have been sending significant funds abroad while seeking rate increases from Upstate families. Riley, who has represented the district since 2025, is preparing for a re-election campaign against GOP State Senator Peter Oberacker.
