St. Paul Police Chief Files Lawsuit Against Mayor Over Allegations of Sexual Harassment

<p>St. Paul, Minnesota, Mayor Kaohly Her is being sued by Police Chief Axel Henry, who alleges that she made explicit sexual comments and engaged in harassment and retaliation against him, according to a lawsuit filed on September 25, 2026.</p><p>Henry, who has served as the city's police chief since 2022, claims that Her made multiple inappropriate comments, including referring to herself as a "MILF" and making sexually suggestive remarks about his genitalia, as detailed in the 73-page complaint.</p><p>The lawsuit also alleges that Her made unwanted physical contact with Henry, such as placing her hand on his upper thigh during a budget meeting.</p><p>Additionally, Her reportedly told Henry that her marriage was troubled and emphasized the need for a "close relationship" between them for their working relationship to succeed, according to local reports on the lawsuit.</p><p>The filing includes allegations that Her frequently visited the police department gym when Henry was present, referred to him and other employees as "beefy," and simulated an orgasm during workouts.</p><p>During an awards ceremony, Her allegedly questioned the meaning of Henry's Mobile Field Force ribbon, jokingly suggesting it stood for "MILF." </p><p>In December, during a meeting at a cigar lounge with Henry and St. Paul Port Authority President Todd Hurley, Her allegedly threatened to accuse Henry of inappropriate behavior if her demands were not met.</p><p>In February, after Henry and a colleague used personal vacation time at a golf simulator, Her unexpectedly appeared and remarked that she had to come because they did not invite her.</p><p>After Henry filed an internal complaint regarding Her's behavior, he claims that her administration retaliated against him by excluding him from decisions and withholding requested records. The lawsuit states that a "sanitized" summary of an independent investigation was released to downplay Her's conduct.</p><p>Her's office stated that an independent investigation did not substantiate claims of sexual harassment or retaliation against any city employee. They confirmed that the mayor would continue to lead St. Paul and follow the recommendations of the report, adding that the city does not comment on active litigation.</p><p>Earlier this month, Her transferred her personal security detail and driver services from the St. Paul Police Department to the Ramsey County Sheriff’s Office.</p><p>Fox News Digital has reached out to Her's office for further comment.</p>
