Two police officers from Tampa, Nevin Morales and Ryan Fagan, resigned after an investigation into allegations that they engaged in sexual activity with a 911 dispatcher while on duty. The investigation was initiated following a complaint to the department's Professional Standards Bureau. The investigation concluded that both officers violated several police department policies. Their law enforcement certifications were sent to the Florida Department of Law Enforcement for potential revocation.
The investigation revealed that the dispatcher admitted to meeting Morales for sexual activity on July 22, 2025, and communications between them suggested inappropriate conduct. Morales denied the allegations, claiming he did not remember sending a specific message that investigators found concerning. A supervisor reportedly witnessed the dispatcher entering Morales's vehicle.
Fagan acknowledged having close personal contact with the dispatcher but did not consider it sexual. Investigators disagreed, citing sexual messages exchanged between them. Fagan also faced accusations of leaving a special assignment unstaffed. Both officers were placed on leave during the investigation, with Fagan resigning in February and Morales in March. A third officer involved was cleared and remains employed.
