The suspect accused of deploying an incendiary device outside 26 Federal Plaza in New York City on Monday morning has been identified as Andrew Arrabaca, according to two law enforcement sources. The FBI confirmed that Arrabaca was taken into custody shortly after the incident, which resulted in two minor injuries. FBI Director Kash Patel stated in a post on X that the Joint Terrorism Task Force is investigating the incident.
Assistant Director in Charge of the FBI New York field office, James Barnacle Jr., reported that Arrabaca had an unidentified liquid and set off fireworks, causing a small fire. Initial reports indicated that U.S. Immigration and Customs Enforcement (ICE) agents were involved in the arrest. Barnacle also noted that Arrabaca was armed with a pellet gun. The injured individuals, a federal employee and a civilian, were treated and released.
The building houses a U.S. Citizenship and Immigration Services office. New York City Mayor Zohran Mamdani expressed relief that no serious injuries occurred and stated that his administration would support the federal investigation. The Department of Homeland Security later provided additional details, indicating that Arrabaca launched fireworks and poured what is believed to be gasoline at the entrance of the building before being detained by a security officer.
