New York Civil Liberties Union Advocates for Statewide Reparations

The New York Civil Liberties Union (NYCLU) is advocating for statewide reparations, citing historical debts owed to Black New Yorkers due to wealth disparities linked to slavery and systemic discrimination. Lanessa Owens-Chaplin, Director of the Racial Justice Center at NYCLU, stated that enslaved Black individuals contributed significantly to New York's economy, yet Black families continue to face institutional racism. A report titled "The Other New York: The Legacy of Slavery and the Case for Reparations Now," co-authored by NYCLU and the Legal Defense Fund, highlights that the median wealth of Black New Yorkers is $18,870, compared to $276,900 for White New Yorkers, indicating a significant racial wealth gap. The report attributes this gap to historical practices such as redlining, which have led to ongoing poverty in formerly redlined communities. The NYCLU emphasizes that reparations should include direct compensation and systemic policy changes to address the economic and social inequalities faced by Black communities. The New York State Community Commission on Reparations Remedies, established in late 2023, is tasked with examining the state's historical ties to slavery and recommending policy changes. However, the commission's report deadline has been extended to 2029 due to a provision in the state budget.
